I use a 16″ Lee’s brand aquarium vac that is attached to my garden hose. Easiest way.

Really unless it is really deep or causing a water quality problem it should remain i nthe pond. the easiest way to remove it is to do it by hand. Depending on the “rocks” if they are too small will get caught up in a syphone.
The “sludge” has become a part of your pond.and houses loads of bacteria. While dead leaves etc should be removed when possiable the sludge isn’t going to hurt anything. Some times it is a matter of looks vs. function. Owning many ponds myself, only the show pond gets scrubbed. Literally shorts on scrub brush and vac in hand.
The key is not to disrupt the biosystem in the pond.
