Sorry I live in Florida. But I would say just look up in your phone book for Codes and Enforcements.Building Codes vary in all areas.I have a very large pond in my landscape. And I also am an Irrigation Landscape Contractor. What you are proposing is a very large area. Most costly even if built yourself.
I strongly recommend that you investigate and learn much more on this. Please don’t rush into an expensive job without any knowledge in it.There are so many variates of ponds that ca be built.Preformed plastic liners, poured concrete, rolls of heavy PVC liner the options are many.I will add a few links to give you a few ideas.?&query=landscape%20pond%20liners&invocationType=TB30AB
And even a few for Landscaping it.
And fish also,

This is an ambitious project for a first timer and I suggest you talk to some other folks in your area that have ponds and ask about what they needed to do as for permits etc. Also learn from their experience in terms of how they built it etc.
Better yet, consult a professional. They will know all the permitting requirements of your community as well as how to do the construction. They will do it right which may be less expensive in the long run.
It is expensive to re-do a pond that is not working correctly — leaks are a major issue.
The more work and study upfront will pay off big time in the end.
good luck

I have a pond and believe me the other answerer’s are right. It’s lots of work, so do your homework. And be sure to be mindful of little children that may wonder into your back yard. That sounds like a pretty large pond. Another thing you may want to keep in mind is that if you put fish in there you will probably get those huge egrets that will come around and prey on your fish. We certainly did. We had no idea what was happening to the fish till one day I saw the egret in the back yard looming over the pond. That bird was almost five feet tall! So you must provide something for them to hide in. We sank a pipe so they could hide from the birds and cats.
