How can I use a 5-gallon tank as an underwater garden?

I’ve just been given a 5-gallon bow-front fishtank (with a waterfall filter, light, and heater) and I have no idea how to stock it. I know it won’t hold a lot of fish, so I thought about getting a few shrimp or snails and making an underwater garden. What kinds of plants should I get and how many will fit? What about gravel and sand? How should I care for it?

The type of aquarium plants you want to know then you have low watt light plants is whole different thing than what can tell you have low light the library to use the filter wouldnt worry much about the snails though because they can tell you want.
